Sea Keeping Analysis
Solicitation # 52000PR260026726
The U.S. Coast Guard Surface Forces Logistics Center Engineering Services Division is intent on awarding a sole-source, firm-fixed-price contract valued at $98,500 to Chesapeake Marine Design, L.L.C. for specialized seakeeping and structural analysis support. This action is justified under FAR 6.103-1 as only one responsible source possesses the unique, proprietary expertise required to conduct risk-based seakeeping evaluations and hull structural monitoring for Coast Guard cutters and boats, particularly through methodologies developed specifically for USCG applications. The contractor will review seakeeping data from model and full-scale tests, extend risk-based operator guidance from boats to cutters, evaluate maximum wave load approaches, support helicopter operations assessments, develop inputs for technical standards, analyze Hull Structural Monitoring System (HSMS) data, and advise on instrumentation and virtual monitoring for cutter classes. All work is to be completed within a one-year period, with draft reports submitted upon completion of each subtask and final reports due within two weeks of receiving government feedback. Deliverables must be submitted electronically in MS Word, Excel, or PDF format via secure transfer protocols such as DODSAFE to the designated address in Baltimore, Maryland. All data generated under this contract are the sole property of the U.S. Coast Guard and cannot be released without written consent. The contracting officer, Joshua Richardson, and technical point of contact, Michael Nader, will provide oversight and review all work for compliance, with the government retaining the right to witness validation activities. The contract falls under NAICS code 541330 with a small business set-aside, leveraging the SBA’s $47 million size standard exception for marine engineering and naval architecture. No security clearance is required, and the acquisition is conducted under RFO FAR Part 12, using simplified commercial procedures, with no competitive solicitation planned unless compelling evidence of viable competition is submitted prior to the August 5, 2026 response deadline.
