On-Call Demolition of Structures

The City of Indianapolis and Marion County, through the Office of Finance and Management, is soliciting proposals under RFP-11EAL-223 to establish a pool of qualified contractors for on-call demolition of commercial and residential structures. The resulting agreement may last up to four years, during which selected vendors will competitively quote on individual work orders. To be eligible, contractors must possess a local Class A Wrecking License, be in good standing with the Department of Business and Neighborhood Services, and demonstrate at least two years of experience with a minimum of five similar completed projects. The scope of work requires contractors to provide 24/7 availability and rapid onsite response with all necessary equipment. Services include professional project assessment, full demolition, foundation removal, and filling work, all performed in compliance with OSHA, EPA, and Marion County Health Department regulations. The City will evaluate proposals based on a points-based system considering the vendor's capacity, integrity, and experience. Awarded contractors must adhere to strict compliance standards, including nepotism disclosures, minority and women business enterprise participation goals, and certifications against wage theft and payroll fraud. Payment for services will be made within 30 days of receiving a properly itemized invoice via check, purchasing card, or ACH. Each demolished structure will undergo an individual inspection and acceptance process to ensure the premises are left in a condition satisfactory to the City. Proposals must be submitted through the procurement portal by 4:00 PM on October 9, 2026, and must include a completed RFP Exception Sheet and adhere to specific formatting guidelines to be considered responsive.
