On-Call District Engineer-Equivalent Services for Infrastructure and Planning

Evaluation is based on a best-value trade-off approach, prioritizing qualifications and experience at 40%, team members’ credentials at 30%, and project methodology at 30%, with cost considered only after technical ranking. All subcontractors must be pre-approved, and emergency response protocols must be clearly defined. Proposals must demonstrate financial stability, proven experience in wastewater systems, hydraulic modeling, and capital improvement planning, along with a commitment to workforce development.
