On-Call District Engineer-Equivalent Services for Infrastructure and Planning

The West County Wastewater District is soliciting proposals for a qualified engineering firm to provide on-call District Engineer-equivalent services for its Infrastructure and Planning Department. The selected consultant will serve as the primary technical engineering advisor on a task-order basis for a three-year base term, with the possibility of two one-year extensions. Key responsibilities include providing strategic leadership, performing technical plan checks for sewer extensions, managing capital project support such as cost estimating and change order evaluation, and providing immediate consultation during emergency events like sanitary sewer overflows. The consultant is also expected to provide mentorship to junior staff and maintain a consistent physical presence at district facilities for committee and board meetings. To be eligible, firms must have at least five years of experience in providing similar on-call services and must employ a Lead District Engineer holding a valid California Professional Engineer license to function in Responsible Charge. Proposals are evaluated based on qualifications and experience (40 percent), team member expertise (30 percent), and project approach and methodology (30 percent). The award will be granted to the highest-ranked, most qualified responsive proposer, with cost negotiations occurring only after the technical ranking is established.
