On-Call Electrical Services Fixed Price Bid

This solicitation seeks qualified contractors to provide on-call electrical services to Richland School District Two under a fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract with a base term of one year beginning July 2025 and up to four one-year options extending through June 30, 2030. Contractors bidding on this opportunity must submit fixed hourly rates for a Master Licensed Electrician at $125 during regular hours and $170 for after-hours work; a Journeyman Electrician at $85 and $125 respectively; an Apprentice/Helper at $85 and $125; and additional services or materials at $50 and $100 per hour. There is no guaranteed minimum workload, and award does not ensure any specific volume of work; bidders who meet responsiveness and responsibility criteria will be placed on a Qualified Provider List (QPL) on an annual basis. All pricing is locked for the duration of the contract term including options, though contractors may offer lower rates post-award. Work is performed at various district facilities across South Carolina during standard business hours from 7:00 a.m. to 4:00 p.m., Monday through Friday, with mandatory response times of two hours for emergencies and 72 hours for non-emergencies. Contractors must comply with the National Electrical Code, South Carolina Building Codes, OSHA standards, and manufacturer specifications, and deliver all work in new, first-class condition with appropriate packaging. Required submissions include a W-9 form, proof of insurance covering commercial general liability, commercial automobile liability, and workers’ compensation with the District named as additional insured and primary/noncontributory; a business license and mechanical contractor license with electrical subclassification; three professional references for substantially similar projects completed within the past five years; and a Conflict of Interest disclosure. Contractors must also self-certify as minority-owned or woman-owned businesses under South Carolina state programs and disclose any recent litigation or disbarment history. Payments are issued net 30 days after receipt of a properly formatted invoice referencing the contract and purchase order number, with no partial payments or interest on late payments permitted. The contract includes a non-appropriation clause allowing termination if future funding is not secured, and indemnification provisions require the contractor to cover claims related to their operations, including property damage, bodily injury, and intellectual property infringement.
