ON-CALL ENGINEERING AND CONSTRUCTION MANAGEMENT SUPPORT SERVICES

The San Joaquin Regional Transit District (RTD) is issuing a solicitation for qualified firms to provide On-Call Engineering and Construction Management Support Services to support a wide range of capital, rehabilitation, and facility improvement projects throughout San Joaquin County. This contract aims to address the transit agency’s infrastructure needs in a timely and cost-effective manner, ensuring compliance with Federal, State, and local regulations. Typical projects include roadway and bus stop improvements, HVAC replacements, security upgrades, emergency generator installations, and modernization of transit centers. Given the diverse nature and varying complexity of these projects, RTD requires multi-disciplinary expertise spanning environmental clearances, surveying, right-of-way engineering, preparation of plans, construction staking, public outreach, and construction support services. The on-call contracting vehicle facilitates rapid engagement of engineering and construction management resources as project needs arise, helping the agency manage challenges associated with aging infrastructure and evolving regulations. The contract is structured as a three-year base term with up to two optional one-year extensions, employing a task order method to define and manage individual projects. Compensation may utilize various mechanisms, including Firm Fixed Price, Cost Plus Fixed Fee, Time and Materials, or Task Order pricing. Strict adherence to labor compliance, environmental statutes such as NEPA/CEQA, Buy America provisions, and disadvantaged business enterprise (DBE) participation is required. Proposers are evaluated primarily on qualifications, experience, personnel expertise, and approach to task order management, with price also considered through a trade-off process. Standard contract requirements include confidentiality, intellectual property assignment to RTD, indemnification, veterans hiring preference, and prohibition of certain foreign telecommunications equipment under NDAA Section 889. Deliverables range from as-built drawings and compliance reports to certified payroll reviews and public outreach documentation, all to be owned by RTD. Subcontractor reporting and conflict of interest disclosures are mandated. The solicitation and proposal submission process is fully electronic via RTD’s OpenGov portal, with a proposal deadline set for January 31, 2026. The resulting contract will enable RTD to maintain and enhance its transit infrastructure efficiently while ensuring regulatory compliance and minimal impact to riders and the community.
