On-Call Engineering, Architecture and Construction Services for Airport Development

The City of Lawrence is soliciting qualifications for one or more consultants to provide on-call architectural, engineering, and construction services for the Lawrence Regional Airport under an Indefinite Delivery Indefinite Quantity (IDIQ) master agreement. The scope of work encompasses runway and taxiway development, the design and construction of ARFF stations and aircraft hangars, roadway improvements, Airport Layout Plan updates, and comprehensive grant administration for FAA and KDOT funded projects. The procurement follows a qualifications-based selection process, meaning fee proposals and pricing must be excluded from the initial submission to avoid disqualification; cost negotiations will occur only with the selected consultant after the scope of services is finalized. The evaluation process is conducted in three phases: a blind proposal review of execution methodology and risk/value assessments, a non-blind review of project team qualifications and past performance, and potential finalist interviews. Award decisions are based on a points-based scoring system, and interviews may be bypassed if a top candidate scores at least 10% higher than all other responses. The contract incorporates strict federal compliance standards, including the Build America, Buy America Act, Davis-Bacon and Copeland Act labor standards, and various non-discrimination mandates.
