The City of Lawrence is seeking one or more qualified consultants to provide on-call planning services for the Lawrence Regional Airport under an Indefinite Delivery Indefinite Quantity IDIQ Master Agreement. The scope of work includes technical support for Airport Compliance Plan updates, Airport Capital Improvement Plan development, and assistance in pursuing a Class 4 Part 139 Airport Operating Certificate. This procurement follows a Qualifications-Based Selection process, meaning consultants are selected based on their experience and professional qualifications rather than cost. Consequently, fee proposals and pricing are strictly prohibited during the initial submission phase and will only be negotiated with the selected consultant after the scope of services is detailed. Proposals must be submitted electronically via the OpenGov portal by November 24, 2026, at 3:30 pm. The evaluation process involves a blind and non-blind review, with scoring focused on the project team and a value assessment of the consultant's ability to optimize project outcomes. The contract requires strict adherence to federal standards, including FAA regulations, the Brooks Act, Davis-Bacon wage requirements, and Build America, Buy America provisions. Additionally, consultants must comply with comprehensive non-discrimination laws, including the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. Selection may include interviews unless the top-scoring candidate exceeds all other responses by at least 10 percent.

On-Call Engineering, Architecture and Construction Services for Airport Development
Solicitation # QBS(b)RFP-2600047
The City of Lawrence is soliciting qualifications for one or more consultants to provide on-call architectural, engineering, and construction services for the Lawrence Regional Airport under an Indefinite Delivery Indefinite Quantity (IDIQ) master agreement. The scope of work encompasses runway and taxiway development, the design and construction of ARFF stations and aircraft hangars, roadway improvements, Airport Layout Plan updates, and comprehensive grant administration for FAA and KDOT funded projects. The procurement follows a qualifications-based selection process, meaning fee proposals and pricing must be excluded from the initial submission to avoid disqualification; cost negotiations will occur only with the selected consultant after the scope of services is finalized. The evaluation process is conducted in three phases: a blind proposal review of execution methodology and risk/value assessments, a non-blind review of project team qualifications and past performance, and potential finalist interviews. Award decisions are based on a points-based scoring system, and interviews may be bypassed if a top candidate scores at least 10% higher than all other responses. The contract incorporates strict federal compliance standards, including the Build America, Buy America Act, Davis-Bacon and Copeland Act labor standards, and various non-discrimination mandates. All proposals must be submitted electronically via the City's e-Procurement portal by November 10, 2026, and must include required certifications regarding business integrity, SAM status, and DBE participation.
