The Coconino County Flood Control District has issued a Request for Statements of Qualifications (SOQs) for on-call engineering services. The solicitation, identified as RFQ 2026-103, was published on March 24, 2026, with proposals due by 2:00 PM on April 29, 2026. Firms interested in providing these engineering services must submit qualifications through a qualifications-based selection process, where the focus is on demonstrating competence and expertise rather than price. Proposal documents and forms are accessible via the Ion Wave Technologies website. A non-mandatory pre-proposal meeting will be held virtually via Teams on April 7, 2026, to provide additional information and answer questions. An evaluation committee will review submitted SOQs and select a shortlist of qualified firms based purely on their qualifications and experience, in accordance with Arizona Revised Statutes §34-601 through §34-612. After the shortlist is determined, interviews may be conducted with top firms, followed by negotiations on contract terms including compensation. These negotiations will consider the scope, complexity, and nature of the services to be provided, ensuring fairness and reasonableness. The contract is intended to engage multiple firms on an as-needed basis to deliver engineering expertise to support the District’s flood control initiatives within Arizona. The District’s Purchasing Department serves as the primary contact for this solicitation.
