On-Call Gate Preventative Maintenance And Repair Services

The City of Modesto is soliciting bids for on-call preventative maintenance and repair services for automated security gates located throughout the city, under Informal Invitation for Bids INF-IFB-00094RB. The scope of work, detailed in Exhibit B, requires contractors to perform routine inspections and repairs on gate components including electric switches, motors, safety edges, chains, sprockets, tracks, rollers, seals, locks, keypads, and remote operators, all in accordance with manufacturer specifications and compliance with ADA and California labor laws. Services are categorized by time of service—business hours, after hours, weekends, holidays, and emergency call-outs—with pricing left blank for bidder completion. The contract does not guarantee minimum or maximum hours or jobs, and performance is triggered on an as-needed basis. Contractors must be registered with the California Department of Industrial Relations, hold valid state and local business and contractor licenses, and meet stringent insurance requirements, including $2 million in commercial general liability, $1 million in automobile liability, and Workers’ Compensation coverage as mandated by state law, with all documentation submitted and maintained in the City’s PINS Advantage system. Bidders must comply with prevailing wage laws under California Labor Code, demonstrate local vendor status to qualify for preference, and provide supporting documentation including a company history statement, warranty statements, and subcontractor lists if applicable. Payment terms are either Net 30 via the City’s ePay program, which offers a 1% rebate to the City, or Net 45 via manual check, to be confirmed upon award. Invoices must be submitted by email or mail to the City’s Accounts Payable office and exclude federal excise tax. The City retains full ownership of all reports, data, and documents generated under the contract and may inspect performance at any time at the gate locations.
