On-Call List for Hydrogeologists

Yolo County is soliciting qualifications from licensed hydrogeologists, geologists, and professional engineers with water resources specialization to establish an on-call list of qualified professionals who will provide hydrogeological reports for agricultural well permit applicants. This initiative is driven by Yolo County Well Ordinance No. 1579, which mandates these reports for wells with pumping capacities exceeding 2,000 gallons per minute in Valley Floor areas or 100 gallons per minute in Upland Areas, or those failing to meet minimum separation distances from existing wells. The purpose of the report is to demonstrate to the County that a proposed well will not adversely impact nearby wells, ensuring compliance with the Sustainable Groundwater Management Act and the Yolo Subbasin Groundwater Sustainability Plan. The qualified list will be active for a minimum of three years, with consultants selected solely based on technical merit, not price, and will be contracted directly by well applicants rather than the County. Proposers must submit a comprehensive application organized into seven exhibits, including resumes of key personnel with valid California licensure, evidence of relevant experience in California groundwater contexts, reference letters from past clients, and certifications confirming no conflicts of interest or collusion. The evaluation is strictly pass/fail, assessing qualifications, personnel credentials, demonstrated competency, and reliability through prior work. Subcontracting requires prior written approval by the County, and all subcontracted personnel must meet the same licensing and experience standards. Proposals must be submitted electronically via the BeaconBid portal by August 19, 2026, with no exceptions for late submissions. There is no guaranteed work or estimated contract value, as this is a qualifications-based procurement to build a pool of pre-vetted experts. Acceptance is administratively managed by the Department of Community Services, Division of Environmental Health, in Woodland, California, and failure to meet any mandatory qualification will result in disqualification.
