On-Call Mechanical Contractor Services

Johnson County Community College is seeking licensed mechanical contractors to provide on-call services for maintenance, repairs, upgrades, installations, and replacements at its facilities under an indefinite-delivery, indefinite-quantity contract with an initial one-year term and up to four one-year extension options. The contract requires 24/7/365 availability for emergency calls, timely response to both emergency and non-emergency requests, and adherence to professional standards without guaranteed volume or annual payment. Contractors must furnish all labor, materials, tools, equipment, and incidental work unless the College provides materials, in which case contractors will be compensated for skilled labor. Performance must comply with JCCC’s Facility Design Standards, applicable laws, and generally accepted industry practices, with all work inspected and accepted at the College premises under FOB Destination terms. Proposals must be submitted as a single PDF under 5 MB and no more than 30 pages, using Calibri 11pt font, through the ProcureWare portal by May 13, 2026 at 2:00 PM CST, and must include a disclosure of conflict of interest, proof of SAM.gov registration, insurance documentation, and acknowledgment of all RFP sections. Evaluation will prioritize price, conformance to specifications, quality, and past performance in a trade-off process, with no requirement to award to the lowest bidder. Contractors must undergo criminal background checks for personnel accessing campus or handling sensitive data, safeguard issued access devices, and comply with federal nondiscrimination regulations. All products must be new, free of defects, fit for purpose, and non-infringing, with replacements at the contractor’s cost if defective. Invoices must include the purchase order number and be sent to the College’s Accounts Payable office via mail or email. The contract incorporates Kansas state-specific provisions via Form DA-146a, not federal FAR clauses, and requires compliance with JCCC’s Data Classification and Security Operating Procedure.
