On-Call Mechanical, Electrical, Plumbing (MEP) Engineering Services

The City of Seattle Department of Finance and Administrative Services is seeking qualifications for solicitation FAS 2026-038 to establish two to three on-call contracts for professional Mechanical, Electrical, and Plumbing (MEP) engineering services. These contracts will support a portfolio of approximately 100 City-owned facilities, including City Hall and the Seattle Justice Center, through 2031. The scope of work encompasses condition assessments, facility engineering analysis, design and specifications for HVAC, fire protection, and electrical upgrades, and construction administration. A significant focus is placed on sustainability, including decarbonization initiatives, electric vehicle charging infrastructure, and the reduction of fossil fuel usage to meet City targets. Each contract has a maximum value of 2,000,000 dollars. Qualified firms must submit their responses electronically via the OpenGov portal by October 14, 2026. Minimum requirements include the completion of at least three MEP diagnosis and design projects within the last five years, three professional references, and a requirement that lead team members operate from an office within 50 miles of downtown Seattle. Evaluation is based on team qualifications, relevant work experience from the past ten years, and a WMBE inclusion plan. Selected consultants must adhere to strict labor standards, including the City's minimum wage and paid sick and safe time ordinances, and ensure all designs comply with ADA standards. Payment for services will be issued within 30 calendar days of invoice receipt.
