Full Description
Treasury Common Services Center (TCSC), on behalf of Financial Crimes Enforcement Network (FinCEN), intends to compete FinCEN’s On Call Moving Services among 8(a) contractors in accordance with FAR 19.108-7(d). Moving support services are needed at FinCEN locations in Vienna, VA, Washington, DC, GSA in Springfield, VA, Unicor Recycling Center in Landover, Maryland, and IRS (Coop) in Kearneysville, West Virginia.

This requirement will be a Total 8(a) set aside. Subcontracting requirements have not been identified.
The contractor shall provide project management and relocation services for FinCEN’s list of equipment
included below. Additionally, the following services are requested:
- Planning the move with the Government’s input
- Preparing and packing equipment at current site in preparation for the move. Electronic equipment will
need to be shrink wrapped, peripherals bagged and placed in bins
- Loading and moving equipment to the destination site. Unloading, unpacking and setting up
equipment at the destination site. Items are located in multiple locations. Some items will not fit in
freight elevators, and movers may have to unload and carry them into the freight elevator and reload
onto the new floor, or a stair carry may be required. Pallet jacks will not fit on freight elevator with
crate
- Contractor shall develop a detailed proposal that includes breakdown of all of the work cited above as
well as the proposed timeline for the move
- Contractor shall list available personnel for this requirement
- Contractor shall list available vehicles for this requirement
- Contractor shall provide Certificate of insurance and insurance coverage
- All personnel are required to wear a shirt with their company Logo on it
- All personnel must be a U.S. Citizen
Moving services shall include but are not limited to moving wooden desks, credenzas, bookcases, end tables, disassemble/reassemble modular furniture, chairs, conference tables, bookcases, file cabinets, safes, whiteboards, copiers, shredders, fax machines, paper, legal and record retention boxes, computers, computer cabinets, network equipment, printers, televisions, and excess furniture to Government warehouses. IT equipment will not need to be disconnected or reconnected, but all peripherals must be bagged and remain with each coordinating piece.
FinCEN offices consist of wooden furniture, modular furniture including Teknion, Steelcase, Smed, Nello Walls, which have to be torn down, installed, and reconfigured. Installers must have experience with these products in order to complete the de-install, re-install and tear down in a timely manner with no damage to the furniture.
Contractor shall provide temperature controlled temporary storage capabilities (e.g.
trucks/trailers/warehouse storage facilities) with barcoding ability to inventory storage items on an ‘as-
needed basis.
A period of performance consisting of one (1) 12-month base period with four (4) 12-month option periods is anticipated with an award date of 07/01/2026.
NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.
Responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. Fiscal Service will consider responses received by June 14, 2026, at 3:00pm EST. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SoS-FIN-26-037 /Attn: CCobb and TAshcroft. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice.
Qualified Contractors must provide the following:
1.
