The City of Alpharetta is seeking qualified contractors to provide on-call trenchless stormwater system rehabilitation services through an indefinite-delivery, indefinite-quantity contract structure with a base term of one year and up to four optional one-year renewals, extending the total potential contract duration to five years. Two contractors will be selected—one for cured-in-place pipe (CIPP) lining and one for spincast pipe lining—with each bidder limited to submitting a single proposal indicating their scope of service. Over 500 pipes have been identified for repair, with additional pipes added annually based on inspections, though no minimum workload is guaranteed. Work will occur at various locations throughout the city, including key roadways and infrastructure corridors, with task orders issued as needed and funded by annual capital budgets. Proposals must include detailed documentation such as manufacturer certifications, equipment and procedure descriptions, design calculations by a qualified engineer, three example projects per lining type, resumes of key personnel, job references, and OSHA safety compliance proof, all submitted electronically via the Bonfire portal in PDF format with strict page limits and file size restrictions. Evaluation will be based on a best-value trade-off methodology weighting Method of Providing Services at 27 points, Firm and Team Experience at 25 points, Example Projects and References at 25 points, Cost Proposal and Rate Sheets at 20 points, and a 3-point local vendor preference for qualified Georgia-based firms. Contract execution requires compliance with stringent technical standards including ASTM C109, F1216, and ISO 9001:2008, with materials subject to precise temperature controls between 50°F and 90°F and labeling requirements for traceability. Performance must meet structural benchmarks such as 8,000 psi compressive strength and 2,000 psi bond strength, verified through post-installation CCTV inspections and mechanical testing. Contractors must carry insurance with A.M. Best “A-” or better ratings, provide primary non-contributing coverage with the City named as additional insured, include waiver of subrogation and indemnification endorsements, and maintain claims-made policies for six years post-termination. Additional obligations include E-Verify enrollment, workers’ compensation compliance, 100% performance and payment bonds for task orders over $100,000, 5% retainage withholding on such orders, and mandatory disclosure of any conflicts of interest, criminal history, or prior contract defaults. All proposals are due by May 28
