The Paradise Mesa Standpipe located in Council District 4 of San Diego near 1513 Statton Court is a 1980s-grade welded steel reservoir with a 60-foot diameter and total height of 128.75 feet, constructed from fifteen steel plate courses with thicknesses ranging from 0.8 to 0.25 inches. The structure suffers from severe interior corrosion, degraded lining, poor water quality, and seismic deficiencies, as its concrete ring wall cannot adequately anchor the tank during an earthquake. It also experiences extreme pressure fluctuations and cannot be drained below 42 feet elevation without causing service pressure to fall below 40 psi for higher-elevation customers, resulting in dead storage at the bottom. These issues necessitate complete replacement with a new elevated storage tank designed to improve water mixing, maintain consistent pressure, and enhance ventilation. The replacement will include a support structure for equipment storage and external mounting brackets for SCADA antennas to ensure safe installation and removal without damaging the tank. The project is being procured by the City of San Diego’s Purchasing & Contracting Department under solicitation number H2626828-M, with a bid deadline of July 6, 2026, and a posting date of April 30, 2026. No bid bond is required. The final tank design will be determined through the Basis of Design Report, and detailed engineering for the selected configuration will follow. The project is classified under SLED procurement and is to be performed in San Diego, California, with Robert Rose serving as the primary point of contact for inquiries.

Full Description

Scope: The Paradise Mesa Standpipe (PMSP) is a grade, welded steel tank constructed in 1980. Located in Council District 4 in a residential area near 1513 Statton Court in San Diego. The reservoir has a 60 ft diameter and an overall height to 128.75 ft. The tank shell has fifteen steel plate courses, each 8 ft tall with thicknesses varying from 0.8 to -.25 inches. The existing standpipe has multiple issues such as water quality, interior corrosion, and extreme pressure spikes. The standpipe is experiencing significant corrosion, and the interior lining is badly degraded, which results in poor water quality. The PMSP is seismically deficient, as the concrete ring wall would be incapable of holding the standpipe down during a significant seismic event. The PMSP also has dead storage at the bottom because it cannot provide adequate pressure when drained. The lowest level the PMSP can be drained to is 42 ft (Elevation 532 ft) before customers at the highest elevation 486 ft will experience service pressure below 40 psi. The existing PMSP is proposed to be replaced by an elevated storage tank which provides better mixing, less derivation in pressure, and better ventilation. The proposed new storage tank type will be identified in the Basis of Design Report and a detailed design of the preferred tank will follow. A support structure should be used for equipment storage. An external mounting bracket should be installed on the concrete support structure of the new tank so that SCADA antennas can be installed and an external mounting bracket should be used to prevent the tank from being damaged by installing or removing any antennas.
