On-Call Pipeline Maintenance and Repair Services

The San Bernardino County Department of Public Works is establishing an on-call list of qualified contractors to provide routine and emergency maintenance and repairs for water and wastewater pipelines throughout the county. The scope of work includes the repair of transmission mains, distribution lines, force mains, and service lines, as well as associated appurtenances like fire hydrants, valves, and meters. Additional services encompass leak detection, line locating, surface restoration, traffic control, pipeline disinfection, and sewer bypass and spill response. Work is assigned on an as-needed basis through a Request for Bid process, with task orders issued to the lowest responsive and responsible bidder from the pre-qualified list. This is an indefinite-delivery arrangement with a five-year term expiring June 30, 2031, and a maximum contractual ceiling of 2,000,000 dollars. Award decisions are based on a trade-off process evaluating technical review (45 percent), qualifications and experience (40 percent), and references (15 percent). Contractors must be registered with the Department of Industrial Relations and hold appropriate California Contractors License classifications. Payments are issued via Electronic Funds Transfer on net 30-day terms, and all work must adhere to the Special Districts Water and Sewer Standards. The contract includes strict compliance mandates regarding certified payroll, environmental reporting, and the prohibition of improper influence or consideration.
