On-Call Planning, Resilience, and Community Development Services

The Coastal Bend Council of Governments (CBCOG) is soliciting Statements of Qualifications for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to secure professional planning, resilience, community development, housing, economic development, and infrastructure services across the Coastal Bend region of Texas. This procurement follows a Qualifications-Based Selection (QBS) process under the Brooks Act, prioritizing technical expertise and experience over cost during the initial award decision. The contract has a three-year base period with two optional one-year renewal periods, and the total value of all task orders issued under the contract cannot exceed $1,000,000. No minimum work guarantees are provided, and fees will be negotiated individually for each task order after selection. The initial task order is expected to involve developing a Comprehensive Plan for the City of Refugio, with additional work anticipated for other municipalities, counties, and regional initiatives funded by entities such as FEMA, GLO, TxDOT, TWDB, EPA, USDA, and EDA. Firms or multidisciplinary teams must submit three hard copies and one electronic copy on a USB drive, with the SOQ organized into eight required sections covering firm overview, project team qualifications, technical approach, relevant experience, and capacity. Evaluation is weighted according to five factors: Relevant Experience (30 points), Qualifications of Team (25 points), Technical Approach (20 points), Experience with Rural and Coastal Communities (15 points), and Capacity and Availability (10 points), for a total of 100 points. The Project Approach section is limited to ten pages, and no other sections have page restrictions. Submissions must be received by 9:00 AM CDT on August 31, 2026, at CBCOG’s office in Corpus Christi, Texas, with questions due by August 15. Selection is scheduled for September 18, 2026, and CBCOG retains the right to select one or more firms. No pricing details, CLINs, or cost proposals are required at this stage, and no socioeconomic certifications, UEI, CAGE codes, or representations are mandated in the solicitation. Performance will occur primarily within the Coastal Bend region, with specific locations determined by individual task orders.
