On-Call Technical and Environmental Services for Solid Waste Facilities and Planning

The County of Los Angeles Department of Public Works is soliciting proposals for on-call technical and environmental consulting services to support its solid waste facilities and planning programs. The scope of work encompasses the planning and development of solid waste and organic waste infrastructure in compliance with SB 1383, compliance monitoring for facilities in unincorporated areas, the maintenance and updating of the Countywide Mass Debris Management Plan and Private Property Debris Removal Program, and expert scientific consulting regarding the operation, maintenance, closure, and post-closure of solid waste facilities. The contract features a base term of three years with the County's option to extend for two additional two-year periods, for a maximum total duration of seven years. A mandatory requirement for the contract is that the Project Manager must be a licensed Professional Civil Engineer active in the state of California. Proposals are due by September 16, 2026, and must be submitted electronically via BidExpress or via USB flash drive to the Public Works Cashier's Office in Alhambra. Selection is based on a cumulative score derived from a business proposal—evaluated on background, experience, approach, and availability—and optional oral interviews. The County emphasizes participation from Community Business Enterprises and Preference Program Enterprises, including Local Small Business, Disabled Veteran Business, and Social Enterprises. Awardees must also comply with specific social responsibility mandates, including the GAIN/START program for hiring and mentoring. Pricing is not included in the initial proposal but will be negotiated between the selected firm and the County Project Manager.
