NOTICE – REQUEST FOR PROPOSAL On-Call Vegetation Maintenance Services Deadline for Proposals: Submission instructions are included in the Request for Proposal Documents. Proposals must be received before 4:00 p.m. on Monday, June 15, 2026. There will be no public opening of proposals. The Placer County Water Agency (“Agency” or “PCWA”) will receive proposals from qualified firms to provide Vegetation Maintenance Services for the Agency’s power system. The Contractor shall provide consultation, scheduled and unscheduled/emergency services throughout the Agency’s power system in Placer County, CA. The Agency’s power system is located in Foresthill and spans out to French Meadows and Hell Hole reservoirs located within the Tahoe and Eldorado National Forests. There may also be one-off vegetation maintenance need in the Agency’s water system on an as-needed basis. The water system spans from the city of Rocklin to Alta along the I-80 corridor. The work consists of furnishing all labor, equipment, tools, materials, parts, service and supervision necessary to properly provide tree removal and maintenance services on a time-and-materials basis. Work may be performed in remote areas with limited or no vehicle access. The Contractor shall possess a valid State of California Class A, or C-61, or D-49 contractor’s license in good standing. The total amount of work contemplated by this solicitation will be the sum of all assigned work; scheduled and unscheduled/emergency. The Agency anticipates the resulting time and materials contract to be a five year duration in an amount not to exceed $3,000,000 allocated between one or multiple selected contractors per the discretion of PCWA. The anticipated amount of the contract is based on historical spending patterns, however, as maintenance work is scheduled as needed, there is no guarantee that any or all contract funds will be expended during the life of the contract. All Proposers shall meet the provisions, requirements and specifications listed in this Request for Proposal Document, #P-26-03. All Proposals must be submitted on Agency forms in accordance with the Request for Proposal Documents. The Request for Proposal Documents may be obtained from the Public Purchase website at http://www.publicpurchase.com/gems/pcwa,ca/buyer/public/home. Registration is required. No Proposer or subcontractor may be listed on a bid for a public works project unless registered with the Department of Industrial Relations (“DIR”) pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). No Proposer or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. Any resulting contract is subject to compliance monitoring and enforcement by the DIR. All Proposers shall meet the provisions, requirements and specifications listed in this Request for Proposal Document. No Proposal received and read may be withdrawn for a period of sixty (60) calendar days after the deadline for receiving Proposals. The Agency intends to award a contract within sixty (60) calendar days of the deadline for receiving Proposals. Any such contract will require approval of the Agency’s Board of Directors. The Agency reserves the right to negotiate and award a contract to the most qualified Proposer(s) as determined by the Agency, to award multiple contracts, to reject any and all Proposals, to waive informalities, and to reject nonconforming, non-responsive, non-responsible, or conditional Proposals. Proposer’s attention is called to the fact that the Agency is a public agency formed and existing under the laws of the State of California. The Successful Contractor will be required to satisfy all current legal requirements applicable to this work.
