The City of Surprise, Arizona, is soliciting on-call professional consulting services to support its Water Resource Management Department in delivering asset replacement projects, capital improvement programs, and necessary studies related to water and wastewater infrastructure. Serving approximately 75,000 wastewater and 25,000 water customers across a 100-square-mile area, with a broader planning area exceeding 300 square miles, the City operates multiple water supply wells, treatment plants, and associated distribution systems. This solicitation (No. 326287), posted in April 2026, replaces existing contracts expiring mid-2026 and covers a firm fixed price contract type with a one-year base period plus up to four extensions. The City seeks qualified firms with expertise in planning, engineering design, regulatory permitting, asset management, and construction support for water and wastewater systems. Evaluation of proposals prioritizes oral interviews, if conducted, as the decisive factor, with supporting considerations given to education, professional certifications, general organizational information, and past performance. Price is not a factor in award decisions, emphasizing technical merit and qualifications. Key contractual clauses address legal remedies, indemnification, intellectual property, confidentiality, compliance with laws, termination provisions, and insurance requirements. The contract mandates compliance with applicable safety and regulatory standards, including OSHA and NFPA codes, with the City retaining inspection and final acceptance authority at the point of delivery. Special contract requirements include key personnel assignment and replacement protocols, anti-collusion certifications, insurance and bonding obligations, and adherence to ethical standards. Proposals must be submitted electronically through the City’s procurement portal by mid-May 2026, with strict formatting and page limits, incorporating required certifications and past performance documentation. The contract administration emphasizes prompt and properly invoiced payments, with the City assuming risk and title only upon receipt of goods or services.
