On-Call Water And Wastewater Utility Planning And Engineering Services

The City of Morgan Hill is soliciting qualified consultants to provide on-call water and wastewater utility planning and engineering services on an as-needed basis. The contract features a three-year base term with the possibility of two optional one-year extensions. The scope of work is comprehensive, encompassing master planning, hydrologic and hydraulic modeling, asset condition and water quality assessments, capacity analysis, and the design of infrastructure such as pipelines, pump stations, lift stations, and storage tanks. Additionally, selected consultants will assist with environmental permitting, utility relocation coordination, the development of utility standards, peer reviews, and governmental grant applications. The City intends to award agreements to two or more consultants. Proposals are due by 3:00 p.m. on September 30, 2026, and must be submitted as two separate PDF files: a qualifications package not exceeding 20 pages and a detailed billing rates and fee schedule. Evaluation is based primarily on demonstrated competence, professional qualifications, and experience, with specific focus on agency partnership, schedule adherence, quality control, and resource efficiency. Once firms are ranked, the City will evaluate the cost of services. Awarded consultants must execute the City's Consultant Agreement for Design Professionals, maintain all required government licenses and insurance, and adhere to strict confidentiality and data security protocols, including a 48-hour notification window for any security breaches.
