ON DEMAND REMOTE AMERICAN SIGN LANGUAGE INTERPRETER

The City of Sault Ste. Marie is seeking proposals for the implementation of on-demand remote American Sign Language (ASL) interpreter services via a secure video platform. This service is intended to provide timely communication access for Deaf, hard of hearing, and ASL users across various municipal sites and interactions, including emergency services and internal meetings. The successful proponent must provide qualified interpreters who are graduates of an Interpreter Training Program and ensure the platform complies with the Accessibility for Ontarians with Disabilities Act (AODA), the Human Rights Code, and WCAG 2.0 Level AA standards. The contract is envisioned as a one-year term starting in late December 2026 or early 2027, with options for multi-year renewals. Proposals must be submitted electronically by October 15, 2026, and will be evaluated based on expertise and experience (50%), work plan and methodology (25%), scheduling (15%), and fee schedules (10%). Mandatory submission documents include team member resumes and a detailed schedule plan. The selected firm must adhere to the Interpreting Code of Ethics and comply with the City's Contractor Pre-Qualification Program, which includes requirements for WSIB and professional liability insurance. Additionally, the provider must maintain strict privacy and security protocols regarding data storage and session recording, with a preference that sessions are not recorded unless authorized in writing.
