PROFESSIONAL SERVICES- ECOLOGICAL ASSESSMENT AND REPORTING

The City of Sault Ste. Marie is soliciting proposals for professional consulting services to conduct an ecological assessment and reporting for a public access deep water port development project. The primary objective is to establish existing environmental conditions and identify ecological constraints, opportunities, and regulatory considerations across various shoreline sites. The scope of work includes a desktop ecological review, a terrestrial ecology assessment focusing on vegetation and wildlife habitats, and an aquatic ecology assessment covering fish habitats and shoreline conditions. All work must be completed by December 31, 2026, with final reports delivered in searchable PDF and editable electronic formats. Proposals must be submitted electronically via the Bidding System by 4:00 p.m. local time on October 2, 2026. Selection is based on a rating system evaluating the proposed work plan and methodology (30%), firm experience and expertise (25%), the project schedule (25%), and the lump sum fee schedule (20%). While a valid Archaeological Consulting Licence in Ontario was initially listed as mandatory, subsequent addenda clarified that it is now an optional requirement. Successful proponents must comply with the City's Contractor Pre-Qualification Program, including WSIBC coverage and liability insurance, before commencing onsite work.
