PROFESSIONAL SERVICES- ARCHAEOLOGICAL ASSESSEMENT PHASE ONE

The City of Sault Ste. Marie is soliciting proposals for professional services to conduct an archaeological assessment for a proposed port development project. The primary scope involves a Stage 1 Archaeological Assessment to identify archaeological potential and assess impacts on cultural heritage, paleontological resources, and traditional land use in accordance with provincial requirements and Ministry of Tourism and Culture guidelines. A Stage 2 Archaeological Assessment is included as a provisional item and will only proceed upon written authorization from the City. Key deliverables include comprehensive assessment reports provided in searchable PDF and editable electronic formats, as well as a minimum of four project meetings with the Project Management Team. Services are scheduled to commence in October 2026. Proposals must be submitted electronically via the City's bidding system by September 22, 2026. Evaluation will be conducted by a committee based on a rating system considering the firm's experience with comparable projects, a detailed work plan and methodology, a comprehensive schedule of deliverables, and a total fee schedule. The fee schedule should be all-inclusive with HST listed separately, and travel expenses will not be reimbursed. Selected proponents must comply with the City's Contractor Pre-Qualification Program, including mandatory WSIB coverage, liability insurance, and accessibility training, as failure to maintain these requirements may result in the loss of the contract.
