THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS The U.S. Department of Housing and Urban Development intends to negotiate and award on a Sole Source basis to GuideStar-Philanthropic Research Inc., 4801 Courthouse Street, Suite 220, Williamsburg, VA 23188, under authority 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1. This acquisition is for a commercially available on-line subscription service. The Office of Housing Counseling (OHC) has a need to review housing counseling applications for the Office of Housing Counseling Program. GuideStar is the only source that can provide a digitized database that contains information on charitable organizations. There is no other organization currently collecting and managing the scope, volume, and depth of current nonprofit data that GuideStar maintains. GuideStar is used to verify the names of Board Members, physical location of agency, mission statements, and financial information including IRS Form 990's. The purpose of this requirement is to provide HUD with subscription services that assist the Housing Counseling program with background information on Housing Counseling applications. OHC can determine if Broad Members are compensated and if housing counseling agency has sufficient financial capacity. The NAICS Code is 519130 and the size is 1,000 employees. The Period of performance is for a 12 month award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 12 and Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS However, any firm that believes it can meet these requirements may submit a written response via email to Sarah Heyward at Sarah.L.Heyward@hud.govby 2:00 PM Eastern Time on September 13, 2016. Supporting evidence ust be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, then HUD will proceed with the Sole Source award to GuideStar. The anticipated award date of this requirement is on or around September 22, 2016.
