Full Description

The US Department of Labor, Bureau of Labor Statistics intends to award a sole source contract to Qualtrics, 2250 N. University Parkway, 48, Provo, U 84604. The statutory authority permitting the acquisition of this requirement other than a full and open competition is 41USC@254 (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The Bureau of Labor Statisitics is currently working on research that cannot move forward without the required software from Qualitrics which is a part of the Research Suite. The software is needed to enable researchers to randomize blocks of survey sections and items within sections, collect detailed paradata about respondents' survey behavior, and conduct multiple surveys with the same panel of respondents. Qualtrics is also uniquely qualified to provide updates to this needed software as well. BLS has searched extensively for alternative software required to conduct the planned methodological search which is intended to provide strategic decisions by BLS programs on a survey design. The search for an alternative included environmental scan and comparison of different online survey tools. The features offered by Qualitrics are needed to conduct planned experiemental methodlogiclal studies evaluating the impact of survey design features on data quality and respondent burden. This is a sole source notice publised for informational purposes only and not a request for proposals. Therefore, no solicitaition documents exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including cost by 4:00 p.m. EST on Monday, September 23, 2013 that provides sufficient details for consideration by the Government, via e-mail transmittal to hall. kathy@bls.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communicsations are not acceptable in reponse ot this notice.
