The contract involves outsourcing inmate commissary services at the Forsyth County Law Enforcement Detention Center in Winston-Salem, North Carolina. The selected contractor will be responsible for establishing and maintaining a commissary system that creates individual accounts for inmates, allowing them to deposit and manage funds for purchasing various personal items such as hygiene products, food, writing materials, electronics, clothing, and footwear. These accounts serve as a financial resource for inmates during their incarceration, with access potentially restricted due to disciplinary actions, medical issues, or classification within the detention center’s security levels. The commissary privileges are considered a privilege rather than a right and can be revoked under certain circumstances. The RFP was posted on September 10, 2025, with proposals due by October 10, 2025. The contract size is estimated to range between $500,000 and $2,000,000. Interested vendors are required to attend a mandatory pre-proposal conference scheduled for September 23, 2025, to review the scope of work and clarify any questions. The project is overseen by a primary contact, Russell F., whose contact details are provided for further inquiries. The contract aims to ensure a secure, efficient, and compliant commissary service that supports the operational needs of the detention center while providing inmates with access to personal funds management.

The LEDC out-sources inmate commissary services, which provides a bank type account for inmate monies and for inmate procurement of articles (such as hygiene products, food, writing material, electronics, clothing, footwear, etc.) not issued regularly as part of the LEDC administrations. The contractor must establish a commissary system that creates and maintains individual inmate accounts. The purpose of individual inmate commissary accounts is to allow LEDC inmates to maintain monies while they are incarcerated. Commissary is a privilege for inmates and may be restricted as a sanction in inmate disciplinary procedures, medical issues, or due to the inmate’s classification to the Special Housing Unit within the LEDC.
