AI Contract Overview
The U.S. Government, through the Naval Air Warfare Center Air Division, is soliciting bids for a one-year firm fixed-price contract providing on-site shredding services for Controlled Unclassified Information (CUI) at multiple locations in St. James, Maryland, with contract performance beginning April 1, 2026, and ending March 31, 2027. This is a total small business set-aside under FAR Part 19.5, requiring all offerors to be registered in SAM and to certify their small business status. The scope includes monthly pickup and destruction of 3 to 9 bins per site using secure, compliant methods that render all materials unreadable and irrecoverable in accordance with ISOO and 32 CFR Part 170 standards, with two optional unscheduled events allowing for an additional 20 bins per week for four weeks each if needed. All services must be performed on-site, with the contractor responsible for transporting and destroying CUI under strict security protocols, including coordination with military police and facility access controls. The vendor will not own the shredding bins and must remove them upon completion. The solicitation mandates submission of quotes via email to Kimberly Silvernagel no later than 9:00 a.m. EST on May 5, 2026, and requires detailed responses including FOB Destination, UEI, CAGE Code, Tax ID, estimated delivery date, commercial pricing references, and completion of the 52.209-11 certification regarding delinquent tax liability or felony convictions. All items must be TAA compliant. Award will be made to the lowest-priced technically acceptable offer, with technical acceptability assessed against CMMC compliance, CUI handling standards, and fulfillment of all contractual representations. Payment is governed by Wide Area WorkFlow (WAWF) using DoDAAC N64142, with invoicing routed through Crystal Hall at the Naval Air Warfare Center. Offerors must affirm compliance with CMMC Level 1–3, report status in SPRS, and flow down cybersecurity requirements to any subcontractors. No packaging, preservation, or marking specifications are detailed, and inspection and acceptance occur at the destination facility per FAR 52.247-34, with the government retaining final authority over performance evaluation and payment authorization.

QUESTIONS & ANSWERS
1. Can you confirm this is a one year contract? If you own the shredding bins please let me know that as well.
ANSWER: THIS IS FOR A 1 YEAR POP THAT BEGINS ON DATE OF AWARD AND LASTS FOR 12 MONTHS. THE CUSTOMER DOES NOT OWN THE SHRED BINS- THEY BINS ARE TO BE REMOVED AFTER THE COMPLETION OF THE REQUIREMENT.
2. Do these containers have wheels or are they the box size?
ANSWER: The vendor will have to empty the containers on site, so for their benefit, it would be better that they have wheels if possible.
