One (1) year maintenance service for SirsiDynix Symphony Systems Software Renewal Maintenance

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, FAC 2005-91 (Sep 30, 2016) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation is being issued as a request for quote for one (1) year maintenance renewal service for SirsiDynix Symphony Systems Software Renewal Maintenance for Redstone Scientific Information Center (RSIC). Model required is the SirsiDynix Integrated Library System (ILS), SIRIS Corporation, 3300 N. Ashton Blvd, Suite 500, Lehi, UT 84043. SIRIS is the only source reasonably available to provide this maintenance service with proprietary copyrighted rights. All operations of RSIC are performed on the SirsiDynix ILS to include the ordering of materials, cataloging, circulation, storage of archival materials and internet interface for users. The contractor shall maintain and keep fully operational, the existing Redstone Scientific Information Center's (RSIC) integrated library system (ILS), Models III, IV and C software, including interfaces with other databases/networks. The services furnished must support and update the latest version of current RSIC ILS software insuring compatibility with existing hardware maintaining the functional capabilities now available. All software upgrades/updates must be compatible with existing functional capabilities of current system. The contractor shall provide on-site and/or user helpdesk telephone support of all maintained software within two business hours. The contractor shall provide updated versions of user manuals and publications for all software as update/changes are implemented. Date of performance is 1 January 2017 through 31 December 2017. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, is applicable; the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2015) with Alternate I. Offeror(s) must include a completed copy of FAR 52.212-3 with their quote. The Contractor is responsible for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government's reliance on inaccurate or incomplete data. To remain registered in the SAM database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the SAM database to ensure it is current, accurate and complete.
