Solicitation # CS-26-05
The City of Claremont is soliciting proposals under RFP CS-26-05 for a qualified contractor to operate a Material Recovery Facility (MRF) for the processing, recycling, and disposal of source-separated or commingled recyclable materials. The primary objective is to achieve maximum diversion of materials such as paper, cardboard, glass, aluminum, and plastics in strict accordance with CalRecycle and Senate Bill 54 requirements. The base scope involves processing residential commingled recyclables, with an optional additive alternate for transferring materials from the Claremont City Yard to the contractor's facility via trailer. The contract is for an original three-year term beginning in 2027 and ending in 2030, with the City holding the option to extend for two additional one-year terms. Award selection is based on a weighted ranking system where payment per ton accounts for 35 percent and the geographic location of the MRF accounts for 30 percent, followed by service ability, past performance, responsiveness to specifications, and site visits for top applicants. The contractor must maintain a scale house and tracking software, provide monthly reports, and adhere to specific insurance requirements, including a combined single limit of at least 3 million dollars for pollution liability. Proposals must be submitted in a sealed envelope to the City Clerk's Office by 2:00 p.m. on October 29, 2026.
