Online Activities Registration System

The City of Los Angeles Department of Recreation and Parks is soliciting a qualified contractor to plan, develop, deliver, and provide five years of ongoing support for a cloud-based Software-as-a-Service (SaaS) Online Activities Registration System (OARS). The system must enable public users to manage accounts, register for activities, reserve facilities across more than 250 locations, and conduct point-of-sale transactions, with full functionality parity across responsive web interfaces and native iOS and Android applications. Development must be completed within 18 months of contract execution, and the solution must comply with stringent data security and privacy standards including PCI DSS, HIPAA, and CPRA, while also conforming to WCAG 2.1 Level AA accessibility guidelines. The contract term is 78 months, with a possible single extension at prevailing market rates. Compensation is milestone-based, with payments tied to the successful completion of four phases: project initiation and design (25%), core development and internal QA (50%), UAT sign-off and compliance certification (75%), and production launch with final deliverables (100%). Invoices must be submitted on contractor letterhead with detailed supporting documentation, including progress tracking summaries and narrative reports, and are payable within 60 days of receipt if approved by the Department. Contractors must meet a range of legal, operational, and administrative requirements, including possession of a current Los Angeles City Business Tax Registration Certificate, compliance with local ordinances such as Living Wage, Worker Retention, and Slavery Disclosure statutes, and adherence to affirmative action and non-discrimination policies. Insurance requirements mandate general liability ($1M/$2M aggregate), automobile liability ($1M), professional liability ($1M), and cyber liability ($1M) coverage, with the City named as an additional insured. Performance and payment bonds are mandatory and must be filed with the City’s Risk Management office. Contractors are required to use the RAMP platform to document outreach to small, minority, women-owned, and other diverse businesses and must submit monthly workforce ethnic composition reports and certified payrolls upon request. The evaluation process includes pass/fail gates for basic compliance and document submission, followed by a weighted scoring system prioritizing technical solution (40%), related experience (30%), project team and implementation plan (20%), and proposed cost/value (10%).
