Los Angeles Equestrian Center, Hansen Dam Equestrian Center and Stoney Point Ranch Equestrian Center Concessions

The City of Los Angeles Department of Recreation and Parks is seeking a concessionaire to operate, manage, and equip three equestrian facilities: the Los Angeles Equestrian Center, Hansen Dam Equestrian Center, and Stoney Point Ranch Equestrian Center. The selected operator will have the exclusive right to provide equine boarding and services, including hosting United States Equestrian Federation sanctioned events and community business productions. Key operational requirements include developing emergency evacuation plans for the facilities as City-designated Large Animal Evacuation Acceptance Centers and providing program access for youth, low-income, and adaptive sports participants. Proposals are evaluated through a two-level process: a preliminary compliance review followed by a scored evaluation focusing on background and experience, business and management plans, concession improvements, and compensation. The contract mandates strict adherence to various Los Angeles Administrative Code ordinances, including living wage, worker retention, and first source hiring requirements. Additionally, the operator must comply with sustainability standards that prohibit the sale of individual plastic bottled water and require the use of compostable or recyclable materials. The solicitation is open to various business enterprises, including MBE, WBE, SBE, EBE, and DVBE, and requires a 5,000 dollar proposal deposit and comprehensive insurance and indemnification coverage.
