NOTICE OF INTENT TO AWARD SOLE SOURCE


Project Title: Online Evidence-Based Clinical Decision Support Resource (UpToDate Bridge Award)

The purpose and function of the Indian Health Service (IHS) is to provide comprehensive health care services to American Indians and Alaska Natives (AI/AN) through the IHS hospital and clinic system. The IHS requires ongoing support services for a known clinical decision making resource solution. The IHS hereby submits a notice of intent to award a sole source contract to UpToDate, Inc., UEI: ZULJK3FWSPJ8, for the Agency’s interim Online Evidence-Based Clinical Decision Support Resource.


The Indian Health Service (IHS) requires a license subscription covering four (4) Areas for UpToDate, an evidence-based clinical decision support resource providing continuously updated medical/drug information. The associated Period of Performance would be three (3) months. This interim award is needed to ensure continuity of services as an enterprise-wide solution is pursued. The UpToDate solution is the only known solution on the market that meets all needs outlined in the Program Office's requirements document with no known implementation or utilization issues for the clinical setting. In addition, this solution is already in use for the four (4) Areas intended to be covered by this bridge award. As such, this procurement is being pursued as a Sole Source award.


The applicable NAICS code is 513210, Software Publishers. The Small Business Size Standard is $47 million dollars. The Period of Performance for this effort will be a three (3) month Base Period with no anticipated Option Periods. This sole source contracting action is being pursued under the authority of Revolutionary FAR Overhaul 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
