AI Contract Overview
The Indian Health Service intends to award a sole source contract to UpToDate, Inc. for a three-month interim subscription to its evidence-based clinical decision support resource, known as UpToDate, to ensure uninterrupted access for four designated IHS Areas. This action is necessary to maintain continuity of care while a long-term enterprise-wide solution is developed, as UpToDate is the only available product that fully satisfies the agency’s clinical requirements and is already in active use across the targeted regions without implementation or operational issues. The contract, classified under NAICS code 513210 for Software Publishers, carries a small business size standard of $47 million and includes no option periods. The procurement is justified under FAR 6.103-1, which permits sole source awards when only one responsible source exists and no alternative supplies or services meet the agency’s needs. This notice of intent is not a request for proposals or a commitment to award a contract, and responses submitted must provide clear and convincing evidence that competitive procurement would be advantageous, cost-effective, timely, and not impede the IHS’s mission. The government will not acknowledge receipt or provide feedback on responses, and no obligation to pay or award is created by this notice. Proprietary, classified, or sensitive information must not be included in any submission, though non-proprietary technical data may be used in future solicitations. All inquiries must be sent via email to the contracting officer, Brendon Moran, at brendon.moran@ihs.gov with a specified subject line; phone calls will not be accepted or responded to. Any potential future solicitation will be publicly announced on SAM.gov.
