Online Legal Research for the Judicial Branch of the State of Delaware

The Judicial Branch of the State of Delaware, through the Administrative Office of the Courts, is soliciting proposals under contract JUD26001-LEGALRSRCH for comprehensive online legal research software services and related tools. The services are intended for approximately 400 users, including judicial officers, staff attorneys, law librarians, and clerks. Vendors may propose a basic plan providing unlimited access at a fixed price, a premier plan with enhanced tools, or a combination of these with additional specialized add-ons. The agreement term is five years with two optional one-year extensions. Award selection is based on the most advantageous proposal, evaluated by content and functionality (40 percent), demonstrated experience (20 percent), user support and billing (20 percent), cost (15 percent), and add-ons (5 percent).
