The Office of Naval Research (ONR) is seeking support services for Mission Support and Front Office functions through a anticipated Firm Fixed Price contract with a five-year performance period, to be awarded as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside. The contract will require comprehensive administrative, financial, communications, and logistical support to ONR leadership, including the production of news releases, fact sheets, briefing materials, quarterly reports, infographics, and up to 15 multimedia videos annually, with all content adhering to AP Style, Navy-specific branding, and Section 508 accessibility standards. Contractors must provide personnel with specific qualifications, including a Program Manager with a bachelor’s degree and at least five years of experience in government contracting, as well as individuals holding active SECRET clearances or the ability to obtain one prior to award. The contractor is responsible for managing the full security lifecycle for all assigned personnel, including SF-86 preparation, fingerprinting, and mandatory security briefings, with a DD Form 254 required for classified work. Organizational conflicts of interest are strictly prohibited, particularly where contractors may perform both Systems Engineering and Technical Assistance and Research and Development functions. Certain roles, such as Common Access Card Issuing Official and Classified Document Control, are non-interchangeable and require specialized expertise. All deliverables must be submitted using approved tools including Microsoft Office, Adobe Creative Suite, and in-house government systems, with tracking and accountability maintained through Navy ERP and DPAS platforms. The award is expected to be based on a Lowest Price Technically Acceptable methodology, and offerors must demonstrate SDVOSB status with validated certification and provide current Unique Entity Identifier and CAGE codes as part of their response.
