DHS OPO intends to solicit and award a sole source contract to Open Geospatial Consortium located at 2300 Wilson Blvd. Ste 700 #1026, Arlington, VA 22201. This is a notice of intent to solicit and award a sole source contract under the authority of FAR 13.501(a) Sole Source Acquisitions. Summary of the requirement Background The Open Geospatial Consortium (OGC) was founded in 1994 to make geographic information an integral part of the world's information infrastructure. OGC members - technology providers and technology users - collaboratively develop open interface standards and associated encoding standards, and also best practices, that enable developers to create information systems that can easily exchange - geospatial information and instructions with other information systems. Requirements range from complex scheduling and control of Earth observation satellites to displaying simple map images on the Web and encoding location in just a few bytes for geo-tagging and messaging. Membership in this group provides support to and participation in the development of standards that are required by DHS Components. The OGC is a standard development organization focused on geospatial and location-based information that are critical information requirements for Homeland Security and Emergency Management missions. DHS also needs to vote in critical Geospatial Standards so that its mission needs can be covered. Scope The scope of Strategic membership covers voting participation by DHS representatives in the OGC Planning Committee, representation in the Strategic Membership Advisory Committee, voting rights in all OGC standards working groups, 20 registrations to member meetings, 75% discount on compliance fees, 40 dedicated senior staff hours, and support for OGC Innovation activities in the areas of Climate Change and Disaster Response. Place of Performance: The primary place of performance will be at contractor facilities. Period of Performance: 3 years after date of award. Market research was performed and supports the sole source determination. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and is not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis. All questions and/or comments regarding this notice shall be addressed in writing to the Contracting Officer, Jennifer.Koons@hq.dhs.gov or Contract Specialist, Elizabeth.Pacious@hq.dhs.gov by August 9, 2022 by 2:00 PM Eastern. Questions by phone will not be considered.

Recoverable Small Unmanned Aircraft Systems for Frontline Operational Awareness and Surveillance Missions
Solicitation # 70RSAT26RFI000030
The Department of Homeland Security, through the Drone Development Program, is conducting market research via Request for Information 70RSAT26RFI000030 to identify recoverable, reusable, lightweight, and rapidly deployable small unmanned aircraft systems. These multirotor systems are intended to support a wide range of frontline missions, including surveillance, search and rescue, incident response, perimeter security, disaster assessment, maritime awareness, and law enforcement support. DHS is seeking complete kits that include the air vehicle, ground control station, electro-optical or infrared camera payloads, and necessary training and support materials. Key requirements include NDAA compliance and adherence to Blue UAS, Green UAS, or equivalent cybersecurity and supply chain maturity standards. This RFI is for market research purposes only and does not constitute a formal solicitation. However, the government is requesting estimated pricing for quantities ranging from 10 to 50,000 units, noting a target price of approximately 3,000 dollars per kit for high-volume production. Future acquisition strategies may involve a multiple-award IDIQ, catalog-based ordering, or a phased award approach. Interested respondents must submit a cover page, a completed summary table, and a narrative response not exceeding three pages to DHSDPD@hq.dhs.gov by November 5, 2026. Evaluation of potential systems may eventually focus on rapid deployment, video quality, range, endurance, and the ability to scale production.

Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at danette.williams@hq.dhs.gov.

Instructional Design and Classroom Training DeliveryThe contract entails the development and delivery of classroom instruction and training materials focused on systems engineering for personnel and contractors of the Department of Homeland Security. The work is structured under a subcontract arrangement and falls under the NAICS code 611430, which corresponds to professional and management development training. The instruction must be tailored to meet the specific technical and operational needs of DHS stakeholders, ensuring that training content is both comprehensive and practically applicable within federal systems engineering environments. The performance location is not specified, suggesting potential flexibility in where training may be conducted, possibly across DHS facilities or virtual platforms. All deliverables must align with the mission of the Sci Technology Acquisition Division, requiring subject matter expertise in systems engineering principles and pedagogical skills to effectively translate complex technical concepts into accessible, instructor-led formats. There is no set-aside designation indicated, meaning the opportunity is open to all eligible contractors, and the posting date of June 26, 2026, suggests this is a future solicitation with anticipated activity beginning after that date. The lack of a designated point of contact or physical address implies that further details may be obtained through the provided SAM.gov link, and the subcontract nature indicates the primary contractor will be working under a larger DHS acquisition framework.
