OPEN QUALIFICATION LIST FOR LEAD ABATEMENT CONTRACTORS FOR THE CITY’S LEAD HAZARD CONTROL, HEALTHY HOME, AND OTHER GRANT FUNDED HOUSING REHAB PROGRAMS

The City of Allentown is establishing an open qualification list for contractors to perform lead hazard control, Healthy Home interventions, and other housing rehabilitation projects funded through federal grants within residential properties across the city. This solicitation, numbered 2025-44, does not award a specific contract but instead pre-qualifies applicants to respond to future work orders issued as needed through the city’s grant-funded programs. Contractors must demonstrate compliance with federal, state, and local regulations by submitting required certifications, including a current EPA Renovation, Repair, and Painting (RRP) certificate, Pennsylvania Lead Abatement certification, and valid trade licenses. Additional documentation such as certificates of insurance covering commercial general liability, workers’ compensation, and auto insurance with three-year tail coverage and additional insured endorsements are mandatory, along with proof of debarment status compliance via SAM.gov. All work must adhere to strict environmental and safety standards including OSHA’s lead exposure limits, HUD lead hazard guidelines, EPA hazardous waste disposal protocols, and DOT transportation requirements. Contractors are responsible for lead abatement on interior and exterior surfaces at fixed unit rates listed in the attached price schedule, with specified costs for window replacement, asbestos encapsulation, demolition, HVAC remediation, and mandatory final clearance testing. Waste must be securely contained in 6-mil polyethylene bags or 55-gallon drums labeled “Contains Lead - Systemic Poison,” properly documented via disposal manifests, and tested using TCLP standards. Performance requires on-site inspections, clearance testing to meet dust wipe sample thresholds of 10 µg/ft² for floors and 250 µg/ft² for window sills, and air monitoring to ensure airborne lead levels remain under 30 µg/m³. Payment is made biweekly upon submission of duplicate, itemized invoices with lien waivers, contractor HIC number, and work completion percentages, processed through the City’s Accounts Payable office. The program enforces compliance with federal grant requirements including the Anti-Kickback Act, Copeland Act, and Byrd Anti-Lobbying Amendment, with penalties for false statements or noncompliance ranging from contract termination to civil and criminal prosecution. The qualification list is effective through October 28, 2029, during which time contractors may submit applications at any point, but all submissions must be original signed hard copies uploaded through the Public Purchase portal.
