OPEN QUALIFICATION LIST FOR LEAD ABATEMENT CONTRACTORS FOR THE CITY’S LEAD HAZARD CONTROL, HEALTHY HOME, AND OTHER GRANT FUNDED HOUSING REHAB PROGRAMS

The City of Allentown is establishing an open qualification list of contractors for lead hazard control, healthy home, and other grant-funded housing rehabilitation programs. This request for qualifications, identified as solicitation 2025-44, seeks pre-qualified contractors to perform lead remediation services, including component replacement, encapsulation, and paint removal, as well as interim controls and environmental safety repairs in residential properties. The qualification period remains open for 48 months, from October 14, 2025, to October 28, 2029, allowing eligible firms to apply for inclusion on the pre-qualified list at any time during this window. Qualified contractors must meet stringent certification requirements, including EPA Lead Renovation, Repair and Painting (RRP) and State Certified Lead Abatement Supervisor and Contractor certifications. Compliance is monitored through rigorous inspection and acceptance criteria, where a Risk Assessor collects lead dust wipe samples to ensure clearance levels are met for window troughs, sills, floors, and soil. Contractors are responsible for hazardous waste testing per 40 CFR 261 and must adhere to federal and state prevailing wage laws, submitting certified payrolls accordingly. Additionally, the contract includes strict requirements regarding debarment, suspension, and the disclosure of organizational conflicts of interest to ensure the integrity of the grant-funded programs.
