U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO)
Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued solicitation W911PT26SC001, a Commercial Solutions Opening (CSO) authorized under the National Defense Authorization Act for Fiscal Year 2026 and DFARS Subpart 212.70. This competitive solicitation is open until September 30, 2027, and is designed to acquire innovative commercial products, technologies, and services to modernize the Army's Organic Industrial Base. The scope focuses on integrating manufacturing resources, linking legacy analogue systems with digital systems, and expanding modeling and simulation to enhance the delivery of materiel solutions. The CSO targets both traditional and non-traditional business entities, including small businesses and foreign-owned firms, provided they maintain an active System for Award Management (SAM) profile and a Unique Entity ID. The acquisition process follows a multi-phased approach consisting of a written solution brief, an optional presentation or pitch, and a final Request for Commercial Solution Proposal (CSP). Evaluation is based on responsiveness, technical merit, uniqueness, and price reasonableness. Successful responses may result in fixed-price contracts awarded under FAR Part 12 Commercial Item Procedures. Current Areas of Interest (AoIs) include advanced cannon technology, electrical infrastructure improvements at Building 120, chromium facility conversion, automated manufacturing for minor components, automated cooling tower treatments, advanced CNC vertical turning lathes, and advanced tooling for radial forging. Performance is primarily located at Watervliet Arsenal and Benet Laboratories, with a general period of performance not to exceed 12 months unless otherwise specified.

This contract, awarded by the Department of Defense under the Office of the USA Medical Research Acquisition Activity, focuses on the development of an open-source universal simulated casualty with a scalable weapons effect and injury model for virtual medical training. Aligned with the Medical Simulation and Information Sciences priority area of the Joint Warfighter Medical Research Program, the project aims to create a physiologic simulation prototype that transforms simulated combatants into functional casualties. This model will integrate realistic weapons injury determinations, medical behaviors, and detailed casualty reporting to enhance medical education and health services management within the military. The primary objectives of the research and development services are to provide realistic impairment due to weapons effects, create authentic casualty triage opportunities, and ensure each surviving casualty can function as a full medical simulation. These services are to be performed at the contractor's facility in Los Angeles, California. The project is categorized under NAICS code 541715 and is managed by the agency based in Fort Detrick, Maryland.

Full Description

The proposed project addresses the Medical Simulation and Information Sciences (MSIS, JPC-1) priority area of the FY20 Joint Warfighter Medical Research Program (JWMRP) funding opportunity announcement. The Medical Simulation and Information Sciences (MSIS) Research Program focuses on exploring the implications of models and technology for medical education and for the provision, management, and support of health services in the military. This project will provide a physiologic simulation prototype to create a universal medical casualty (UMC) state-based model. The model will provide realistic weapons injury effect determinations along with medical behaviors, detailed casualty reporting, and interactive medical scenarios. These research and development services will be performed at the contractor's facility. The objective of this project is to turn simulated combatants into fully functional simulated casualties which provide the following functionality to a medical simulation: 1) Realistic impairment due to weapons effects; 2) Realistic casualty triage opportunity; and 3) Each surviving casualty can run as a full medical simulation.
