AI Contract Overview
The solicitation W912P526QA024 for Mill Springs Mill Operator Services, a Total Small Business set-aside under NAICS 712120, sought contractors to provide milling and interpretive services at the historic Mill Springs Mill in Wayne County, Kentucky, located near Highway 1275 approximately 15 miles from Somerset and 5 miles from Monticello. The requirement called for the contractor to furnish all labor, equipment, fuel, transportation, tools, insurance, management, materials, and supplies necessary to operate the mill and deliver interpretive programming to visitors, with performance specified across a base year (2026) and three option years (2027–2029), totaling a potential four-year contract period. The mill was to operate on predetermined days, including daily dry operation for visitor viewing and mandatory corn grinding demonstrations at 2:00 PM Eastern Time on Saturdays, Sundays, and holidays from Memorial Day through Labor Day. The operator must be proficient in milling mechanics and public interaction, with new operators subject to government supervision until formally approved. All performance was governed by a detailed Performance Work Statement and calendar schedule, with inspection and acceptance occurring at the Nashville District Contracting Division. Payment was to be made monthly via Electronic Funds Transfer based on actual days worked, with invoice processing potentially taking up to 45 days after submission. The solicitation was subject to multiple amendments extending the quote submission deadline from 27 May 2026 to 17 June 2026, with the final amendment canceling the solicitation entirely due to a change in government requirements. Offerors were required to be actively registered in the System for Award Management (SAM), with complete representations and certifications either uploaded to SAM or submitted with their proposal, including a Unique Entity Identifier, CAGE Code, and Tax Identification Number. The evaluation process prioritized responsibility and technical proficiency as mandatory pass/fail criteria, with awards determined by the lowest-priced offeror among those deemed responsible, considering experience in grist mill operations, public relations skills, and knowledge of mill stone dressing as key factors, all weighted approximately equally with price. Contractors were obligated to comply with stringent federal security protocols, including DoD security training within 30 days of award, vetting via NCIC-III and TSDB for unescorted access to federal property, adherence to Force Protection Conditions and antiterrorism measures, and compliance with E-Verify for employment eligibility.
