AI Contract Overview
This solicitation seeks fixed price prototype whitepapers to explore and develop new manufacturing capabilities at the Quad City Cartridge Case Facility (QCCCF), located at Rock Island Arsenal, Illinois. Operated by the Department of the Army under an Other Transaction Agreement (OTA), the contract aims to sustain and enhance the production of steel and brass cartridge cases used by the Department of Defense and potentially for commercial purposes. Central to this effort is maintaining a minimum production rate of 3,000 units per month across a variety of cartridge case types, including the M148A1B1 105mm Steel Direct Fire Case, M14 105mm Brass Indirect Fire Case, MK109 Navy 5” Steel Case, and others requiring deep-drawn manufacturing processes. The facility is government-owned but contractor-operated, emphasizing innovative prototype development, pilot trials, and scalable manufacturing processes that support long-term readiness and additional workload generation. The contract encompasses a 48-month performance period during which contractors must develop technical prototypes, conduct capability analyses, pilot manufacturing trials, and produce comprehensive process documentation, including business analysis reports and process maps to support sustainable operations. Payment is milestone-based, tied to successfully approved deliverables, with a minimum of 10% of total contract value reserved for final milestone completion. Proposals are evaluated on technical approach, past manufacturing experience relevant to cartridge cases, alignment with government objectives, facility and equipment investment plans, milestone compliance, and risk mitigation strategies for long-lead items. Compliance with environmental regulations, OSHA safety standards, and detailed operational requirements is mandatory, alongside proper reporting and data rights management. Offerors must submit unclassified white papers and a fixed-price proposal by January 8, 2026, with technical inquiries accepted until December 10, 2025. The Government reserves award based on best overall value, considering innovation, technical merit, and cost, and encourages participation from nontraditional defense contractors and small businesses to advance modernization and sustainment of critical defense manufacturing capabilities at QCCCF.
