Solicitation # FA3002_FMS_C208_PC12_SMT
The Department of the Air Force, specifically the Air Education and Training Command Special Missions Division and Air Force Security Assistance Training, is conducting market research to identify qualified commercial sources for turnkey flight and maintenance training on C-208B Grand Caravan EX and Pilatus PC-12 aircraft. The primary requirement focuses on Contractor-Owned, Contractor-Operated assets and facilities within the Continental United States under FAA civil certification. There is also a contingent requirement for OCONUS support via Mobile Training Teams utilizing host-nation assets. Training objectives include initial and recurrent qualification for pilots, Mission Systems Operators, and Loadmasters, with a specific emphasis on special missions such as Intelligence, Surveillance, and Reconnaissance, Tactical Airland, Short-Field, and Night Vision Goggle flight operations. Maintenance training will cover airframes, PT6A powerplants, and tactical gear. Interested respondents must submit a capability statement and a completed capability matrix detailing their operational locations, fleet availability, and instructional capacity. The government is seeking input on the most cost-effective contract structures, such as firm-fixed-price per student or a monthly retainer with variable costs per flying hour. Compliance with AETC syllabi and AETCMAN 11-2AA standards is mandatory, and contractors must be capable of managing Defense Base Act insurance, international deployment clearances via APACS, and Status of Forces Agreements for OCONUS operations. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. There is no bid package or solicitation document associated with this announcement. Current flying training for basic Aerospace Medicine Primary students is insufficient and "space available" only. The vendor will offer curriculum-based aviation training on-site at Wright-Patterson AFB for Aerospace Medicine and Aerospace Physiology students and related staff, offer or assist with "ground school" lectures in a group setting, and provide a dedicated flying training unit that will permit student control with an instructor in all phases of flight. The flying demonstration and proficiency curriculum will be specifically designed to expose flight surgeon and aerospace physiology trainees to the rigors of flying, mission planning, modern cockpit symbology, disorientation, and instrument techniques and will ideally include capability for aerobatic flight. The curriculum would include spatial disorientation familiarization training and instrument training with an emphasis on human factors and disorientation awareness events, although there will not be a requirement for FAA private or instrument certification of trainees. This requirement is for a period of one year. This notice of intent is not a request for competitive proposals. You may contact Ms. Blanca E. Ruiz at the telephone number and email provided herein.
