The Opposing Force Mechanized Vehicle Replacement (OMVR) program Prototype Project, managed by the Department of Defense through the W6QK Acc-Orlando office, aims to modernize the threat forces used at Maneuver Combat Training Centers. The program seeks to replace outdated Opposing Forces Surrogate Vehicles and Surrogate Tracked Vehicles that currently represent Main Battle Tanks and Infantry Fighting Vehicles. This initiative is critical to closing operational gaps in training, as current surrogates fail to replicate the diverse vehicle types and advanced capabilities, such as stabilized turrets and improved fire control, found in modern adversary formations. By enhancing the realism of the operational environment, the program ensures that rotational training units can better distinguish between disruption, main battle, and support zones. This improvement is essential for increasing the readiness of U.S. Army units for large-scale combat operations against modernized threats. The project is categorized under NAICS code 541715, with the place of performance located in Minneapolis, Minnesota.

Full Description

The Opposing Force Mechanized Vehicle Replacement (OMVR) program is necessary to replace the current threat forces being represented at the Combat Training Centers (CTCs) for training which are Opposing Forces Surrogate Vehicles (OSVs) and Opposing Forces Surrogate Tracked Vehicles (OSTVs) that represent threat Main Battle Tanks (MBTs) and Threat Infantry Fighting Vehicles (IFVs). Threats have additional types of mechanized/tracked vehicles beside Infantry Fighting Vehicles and Main Battle Tanks in their combat formations, which are currently not being replicated at the Maneuver Combat Training Centers (MCTCs) causing a gap in the replication of the operational environment for rotational training units (RTUs). This gap impacts the readiness of U.S. Army units for large-scale combat operations (LSCO), because RTUs are unable to distinguish between the disruption zone, main battle zone, and support zone during force-on-force training at the MCTCs. Additionally, threats are modernizing their mechanized/tracked vehicles to achieve overmatch against U.S. and allied systems. The OSV and OSTV do not replicate the capabilities of these vehicles (stabilized turrets, improved fire control, laser rangefinders, etc.) causing additional gaps in the replication of the operational environment for RTUs.
