The Florida Statewide Guardian ad Litem (GAL) Office is seeking to renew its licensing agreement with Evinto Solutions for the Optima case management system, a proprietary electronic platform used to track case activities for children represented by GAL. The renewal involves a Software as a Service (SaaS) license, granting access to up to 11,000 users from July 1, 2025, through June 30, 2026, at an estimated cost of approximately $80,520. This agreement ensures continued access to Optima’s features, including enhancements, upgrades, and maintenance, which are essential for the efficient management of case data within the GAL Office. The procurement process is structured as a single-source purchase, with the agency requesting authorization to proceed without competitive bidding, citing the proprietary nature of the software and the exclusivity of Evinto Solutions as the sole provider. The contract is posted under solicitation number SS-12566 and falls within the NAICS code 423430, which pertains to computer and computer peripheral equipment merchant wholesalers. The procurement is managed by the Florida Department of Judicial Branch, with Kristen Solomon serving as the primary contact. The process aligns with Florida statutes requiring transparency and justification for single-source contracts, and the agency will review submissions to confirm the absence of alternative providers before finalizing the agreement. The contract aims to ensure uninterrupted case management operations for the GAL Office, supporting its mission to serve children effectively through reliable and up-to-date technological tools.
