However, responses to this notice will not be considered adequate responses to a solicitation which may be published in the future. Background/Capabilities Sought: The Defense Threat Reduction Agency (DTRA) at Fort Belvoir, VA is seeking information from potential sources about how Oracle JAVA is currently sold or if there any other alternative solutions that can provide the same capabilities. On January 23, Oracle replaced its former Java SE and Java SE Desktop subscription with a new Java SE Universal subscription (https://www.oracle.com/assets/java-se-subscription-pricelist-5028356.pdf) that changes the licensing model to a per employee metric from licenses that were based on named user plus and processor counts. The software giant defines named user plus https://www.oracle.com/us/corporate/pricing/olsadef-ire-v122304-070549.pdf as individual authorized by an enterprise to use the programs, which are installed on a single server or multiple servers, regardless of whether the individual is actively using the programs at any given time. A non-human user is also counted as a named user plus. With the above background, the Government seeks clarity and understanding of the following: DTRA Contracting anticipates a contract base year with (4) option periods. Vendors should respond if they are able to fulfill this requirement. Is the product number for the Oracle Java SE Desktop Subscription still B90201? If so, what is the unit price? Is the product number for the Oracle Java SE (Subscr) Processor still B90202? If so, what is the unit price? If the product number is no longer sold, what is the replacement product, and what is the unit price? Vendor Response: Vendors are invited to submit written capabilities to the Government to: 1. Express interest in requirements that contain the above requirements; 2. Identify any existing Federal contract vehicles the vendor may have that is available for DTRA's use. 3. Identify any aspects of the requirements/capabilities that cannot be met and/or any issues/concerns with the requirements as stated. Vendor responses should also include the following information: 1. Company name, Commercial and Government Entity (CAGE) code, and your North American Industry Classification System (NAICS) economic activity number(s) related to this synopsis. 2. Name of authorized company representative(s) with title(s), mailing address, phone number(s), and e-mail address(es). 3. If the vendor is a small business concern, please identify your socio-economic category. Confidentiality: No classified or confidential information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Any proprietary information should be clearly marked.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
