The National Institutes of Health, through the National Institute of Dental and Craniofacial Research, is seeking a part-time Oral Surgeon and Residency Trainer to support clinical care and training at the NIH Clinical Center in Bethesda, Maryland. This sole-source acquisition under FAR Part 13 is justified by the need to maintain continuity in patient care and resident education, as transitioning to a new contractor would pose an unacceptable risk to ongoing research protocols and specialized services for medically complex patients, including those with immunodeficiencies, blood dyscrasias, cancer therapy complications, and rare syndromic conditions. The selected contractor must provide an individual with a valid U.S. dental license, completion of an accredited oral and maxillofacial surgery program, Advanced Cardiac Life Support certification, and $1 million per occurrence / $3 million aggregate malpractice insurance. Board certification is preferred but not mandatory. The surgeon must work a minimum of 1.5 days per week on-site at Building 10 and be available for on-call backup, with the obligation to treat patients at the contractor’s facility if on-site services are unavailable. The position requires proven experience training at least three oral surgery residents and participating in clinical case conferences, scholarly activities, and continuing education. The contract is for a 12-month base period with no specified options for extension, and the total estimated value does not exceed the simplified acquisition threshold of $250,000. Performance is evaluated by the NIDCR Clinical Director based on clinical competence, quality of training, patient safety, and credentialing compliance, with the contractor responsible for ensuring continuous coverage and providing immediate replacements if the assigned surgeon becomes unavailable. All personnel must pass mandatory NIH Clinical Center credentialing, which includes background vetting, and maintain active SAM.gov registration with a Unique Entity Identifier and Taxpayer Identification Number. Proposals must be submitted via email by June 30, 2026, and include documentation of SAM registration, insurance, qualifications, fee structure, and F.O.B. terms. No formal contract clauses, line items, or payment office details are provided, as this is a simplified procurement under non-competitive procedures focused on institutional continuity rather than competitive bidding.

Background

The National Institutes of Health (NIH) is the nation’s medical research agency—making important discoveries that improve health and save lives. The National Institute of Dental and Craniofacial Research (NIDCR) improves dental, oral, and craniofacial health through research, research training, and the dissemination of health information. The Dental Clinical Resource Core (DCRC) conducts clinical research, provides training in clinical research through the Clinical Research Fellowship and provides an oral medicine and dental consultation service for the unique Clinical Center patient population. It is the goal of the DCRC to benefit both oral and systemic health. The DCRC has a continuing requirement for a part-time Oral Surgeon/Residency Trainer.

Purpose and Objectives

The purpose of this acquisition is to procure a part-time Oral Surgeon and Residency Trainer to facilitate delivery of treatment and consultative services in the Dental Clinic as well as providing training to the Dental Clinic's Oral Surgery Residents. With these services, it is expected that study subjects will be provided with surgical care, there will be appropriate management of subjects during their involvement in the research protocols, and residents will receive surgical training and management of medically complex patients in a research setting.

Comprehensive Medical Services - Federal Correctional Complex (FCC) Forrest CityThis solicitation, identified as 15BFA024R00000015, seeks comprehensive medical services for the Federal Correctional Complex in Forrest City, Arkansas, under a combined synopsis/solicitation issued in accordance with FAR Part 12 for commercial services. The acquisition is not set aside for small businesses, though small business utilization is evaluated as a subfactor under past performance, and several FAR clauses related to small business subcontracting have been modified by deviations to align with agency-specific requirements. Services will be delivered under a performance-based framework outlined in the attached Performance Work Statement and supporting documents, including Medical Care Level Classification, Performance-Based Outcome Measures, and the BOP Formulary, with all care required to meet applicable local, state, and federal healthcare standards. Proposals must be submitted electronically via email to designated addresses no later than July 17, 2026, and must be organized into three distinct volumes—Technical, Past Performance, and Business—each in text-searchable PDF format under 14 MB. The contract will have a base period of twelve months with up to five option periods totaling sixty months of potential performance, including one six-month extension under FAR 52.217-8. The evaluation criteria prioritize Technical Evaluation and Past Performance equally with Price, forming a trade-off model rather than a lowest price technically acceptable approach. Technical evaluation will assess service diversity, provider driving conditions, facility accreditation, and value-enhancing proposals that align with BOP’s mission, while past performance will focus on quality, timeliness, management, regulatory compliance, and small business utilization. Price evaluation is structured around discounts from Medicare Part B rates across seven categories, with incentives for lower unit pricing. Contract administration requires paper invoicing with an electronic CSV or Excel copy, adherence to HIPAA ANSI 837 standards for third-party claims, and compliance with specific FAR deviations covering whistleblower rights, contractor ethics, cybersecurity safeguarding, employment eligibility verification, and medical liability insurance minimums of $1 million per claim and $3 million aggregate. The government will inspect and accept services at the site of performance in Forrest City, with acceptance contingent on compliance with outcome metrics, documentation accuracy, billing integrity, and exclusion list verification. All offerors must maintain active SAM registration with a valid UEI, and the contracting officer will verify this prior to award, while the Contracting Officer’s Representative will be appointed post-award. All clauses referenced are incorporated by reference and include numerous deviations indicating tailored administrative controls to meet
