AI Contract Overview
The City of Orem is soliciting proposals for the design, manufacture, delivery, and technical support of a complete Phosphorus Control System (PCS) for the Orem Water Reclamation Facility. The system is designed to treat anaerobically digested sludge through controlled struvite precipitation to reduce ortho-phosphorus concentrations, minimize uncontrolled struvite formation, and ensure compliance with Clean Water Act nutrient discharge limits. The selected supplier is responsible for providing a fully integrated system including process equipment, pumps, tanks, chemical feed and storage systems, blowers, valves, instrumentation, and PLC/HMI programming. The scope of work extends beyond equipment delivery to include factory testing, installation support, commissioning, performance testing, operator training, and the provision of comprehensive operation and maintenance documentation. This procurement is subject to strict federal requirements due to EPA grant funding, specifically 2 CFR Part 200, 40 CFR Part 33, and the Build America, Buy America Act, which mandates that all iron, steel, and manufactured products be produced in the United States unless a waiver is obtained. Proposals must be submitted via the BonFire portal by 4:00 pm on October 15, 2026. Award decisions will be based on the best overall value, with evaluations focusing on materials of construction and bid alternates. While the supplier provides the equipment and technical expertise, physical installation will be handled under a separate construction contract, requiring close coordination between the supplier, the City, and the General Contractor. Payment terms are set at 45 days after receipt of payment applications, with the final balance paid after the system is incorporated, tested, and functioning as intended.
