INTRODUCTION Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. BACKGROUND INL is one of the bureaus in the Department of State whose program authority derives from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with aiding host governments to develop and implement effective counter narcotics, anticrime, and border control programs. Costa Rica, as well as the other Central American countries, is a strategic path for illegal drugs and chemicals on the way north, for its many coastal areas, both Pacific and Atlantic, its roads, and its closeness to a big and growing market of drug consumption. The purpose of this Statement of Work (SOW) is to establish the needed requirements to purchase an incinerator for drugs, and possible chemical precursors, for the Costa Rican government, for the destruction of these illegal chemical substances, which is a growing problem. Items outlined under APPENDIX A, TECHNICAL SPECIFICATION OF ITEMS below shall meet or exceed the specifications under NAICS 562213. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor's failure to properly estimate or accurately predict these prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates. BASIS OF AWARD The Government anticipates issuing a Purchase Order to the contractor whose quote provides the best value to the Government, price, and other factors considered. EVALUATION FACTORS Lowest Price Technically Acceptable (LPTA). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Basis for award will be to the vendor providing the lowest price technically acceptable quote determined to meet the minimum requirements as described in the SOW. Offerors shall include specific details and delivery dates in their responses to this RFQ. All pricing shall reflect USD.
