Orientation & Mobility Services needed for RSSLC

The Health and Human Services Commission of Texas is seeking qualified contractors to provide orientation and mobility services to individuals with vision impairments at the Richmond State Supported Living Center located at 2100 Preston St, Richmond, TX 77469. This Invitation for Bids (IFB HHS0017468v2) requires contractors to be Certified Orientation and Mobility Specialists (COMS) through the Academy for Certification of Vision Rehabilitation & Education Professionals (ACVREP), with a minimum of one year of experience in this field. All personnel must be at least 18 years of age and pass comprehensive Texas Department of Public Safety criminal and sex offender background checks prior to performing any work on state property. Services must be delivered Monday through Friday between 8 a.m. and 5 p.m. Central Time, with a minimum commitment of one eight-hour day per week. Contractors are responsible for conducting patient evaluations, training facility staff in safe transport methods, attending individual support plan meetings, and submitting timely service reports in alignment with facility policies and ACVREP standards. The contract has an initial term of three years, running from September 1, 2026, through August 31, 2029, with a one-year extension option available to ensure service continuity. Pricing must be submitted via Exhibit C – Pricing Sheet as firm, fixed rates for the life of the contract, with no automatic adjustments permitted; price changes may occur solely at the sole discretion of HHSC. Payment will be processed in accordance with the Texas Prompt Payment Act under Chapter 2251 of the Texas Government Code, requiring submission of invoices with the contract number and detailed description of completed work. Contractors must obtain a Texas Identification Number (TIN) to receive payment and maintain required insurance coverage, including Workers' Compensation, Commercial General Liability, Commercial Automobile Liability, Professional Liability, and Umbrella Liability, each with specified minimum limits. The contract incorporates the Uniform Terms and Conditions (Exhibit B), which include provisions on ownership of work product, confidentiality, audit rights, termination for cause or convenience, indemnity, and compliance with federal and state laws, including prohibitions on doing business with foreign adversaries or engaging in abortion-related activities.
