The City of Victoriaville is inviting sealed bids for a project involving the provision of color aerial orthophotos, LiDAR data, and individual tree mapping services using artificial intelligence. Bids must be submitted at the City Clerk's office at City Hall, located at 1 Notre-Dame West, Victoriaville, by 10 a.m. local time on Tuesday, February 17, 2026. Only bids prepared on the official forms provided by the City and submitted by firms with a principal place of business in Canada and within territories covered by specific trade agreements (Canadian Free Trade Agreement, Quebec-Ontario Trade and Cooperation Agreement, and the Comprehensive Economic and Trade Agreement with the EU) will be considered. Documents for submission are available through the Quebec Electronic Tendering System (SÉAO) at a cost established by this system. Submissions must include a bid security equal to 10% of the bid amount, in the form of a certified cheque, bank draft, bank guarantee, or insurance bond from a licensed Canadian insurer, payable to the City of Victoriaville. Only one submission format is permitted: either paper or electronic via SÉAO; submitting the same bid in both formats will lead to automatic rejection of the paper submission. Bids must be sealed in envelopes clearly labeled with the project title and reference number. Late submissions will not be considered. Bids will be opened publicly on the deadline date. The City is under no obligation to accept the lowest or any submission and reserves the right to waive minor irregularities in the lowest bid.
