AI Contract Overview
The Department of Defense, through the US Army Corps of Engineers (USACE) Kansas City office, intends to award a sole source follow-on Architect-Engineering (A-E) contract to the current contractor. This decision follows the expiration of the existing Multiple Award Task Order Contract (MATOC) and is driven by program changes that require immediate action. The original contractor was selected under Brooks Act procedures as the most highly qualified, and given the tight timeline and the inability to facilitate competition without causing significant delays, the agency plans to continue with the incumbent contractor as a logical extension of services. This special notice, identified by solicitation number OTHRAE, is not a solicitation for proposals or expressions of interest. It pertains to NAICS code 541330 and is centered on work to be performed with a place of performance in Oregon. The contract is managed by the W071 Endist Kansas City office, located in Missouri. Point of contact details are provided for Michael France as the primary contact and Jeri Halterman as the secondary contact. The notice underscores the urgency and necessity of awarding this contract sole source to meet program requirements without delay.

Full Description
Notice of intent for a sole source follow-on AE contract under Revolutionary FAR Overhaul (RFO) 6.103-1(c)(2)(ii), the urgency does not allow time for competition. The current A-E contractor was selected following the Brooks Act procedures and chosen as the most highly qualified contractor. The MATOC that the action was awrded thru has expired and changes to the program necesitate a new contract. As a logical follow-on and the very tight time-line alloted for the changes, USACE Kansas City intends to sole source the requirement to the current contractor as time does not afford us the opportunity to facilitate competition and would create unacceptable delays in fulfilling the agancy's requirements.
This is not a solicitation for proposals or a list of interested parties.
